Recharter

Recharter is easier than you think

Below are some guidelines to help make sure you are able to complete your recharter process as quickly and painlessly as possible. If you have any questions about anything stated below, contact the Unit Commissioner assigned to your unit. If you do not have a Unit Commissioner or if you don't know who it is, contact the District Commissioner, John Halter.

NOTE: Read the instruction sheet in your package COMPLETELY BEFORE beginning.

1. The first time you log in, you are a FIRST TIME USER, even if you processed your unit's recharter last year. Use the access code on the front of your packet and the 4-digit unit code shown on packet envelope.

2. If you cannot finish the process at one sitting, you can "LOGOUT." That will save the information you have included to that point. If you simply close the window, you will lose the data as in a computer crash.

3. Units must have a minimum of five paid youth members; youth cannot multiple in more than one troop. A Scout member of a Troop must pay to be a member of a Post but can multiple to be a member of a Crew.

4. The Executive Officer does not need to pay the adult registration fee unless s/he holds another scout position in a unit. If registered in a scout position (for example as a Venture Crew Advisor), then s/he pays the adult registration fee in that unit and is counted as a multiple in all other units.

5. The Chartered Organization Representative can only multiple as the Committee Chair or a Committee Member of the same unit. No other leader can register in multiple positions within the same unit.

6. Persons filling the following positions-CC, COR, or Unit Leader (SM or CM)--should be primary. Scouting magazine inserts are based on the leader's primary registered position.

7. If a member is going to Multiple, check the appropriate box on the screen next to their name.

8. Rosters were printed Oct 9 with "as of" date of Oct 6, so you may need to add people. If you have had a school night since that date, you do not need to add the new youth/adults to your roster, council will do that. You do need to include a sheet with the names of all the new youth/adults. Make sure somewhere on the sheet it says that they are not in your roster and that they just recently signed up at a school night.

9. To determine fees, use the Amount Due Calculation Sheet (page 5 of white package)-do not use online version.

10. Before making additions to the Internet recharter screens, have on hand: updated unit roster; applications for new youth and adults you are adding-you will be entering name, address, telephone number, and for adults, you will also include SSN and email address. NOTE: On the new Adult Leader application, the SSN is legible ONLY on the Council copy.

  1. a. Adding an adult leader or youth member to the recharter document requires the appropriate registration form to accompany the recharter documentation. (Again, do not 'add' them if they joined since Oct 6, just include a sheet with their names)
  2. b. IF a leader changes position within the SAME unit, the change can be made WITHOUT the BSA forms during the recharter process ONLY.
  3. b. If a youth moves from one program to another program at teh same Chartered Organisation, a youth application must be filled out. If an adult is registered in one unit and becomes a leader in another unit at the same Chartered Organisation, they must fill out an adult leader application.

11. You cannot change Training information for adults or add advancements for youth via Internet Recharter.

12. The program will not allow you to SUBMIT if there are any errors. It will tell you specifically what the error(s) are.

13. We recommend you print a DRAFT roster so you can review your work; it will state it is a draft. You can continue to make changes until you click the SUBMIT button. Make sure you don't turn in the DRAFT copy.

14. The final "Action" copy will have lines for signatures included on the documents. If you did not add anyone, the first page printed out will only show the Unit Number-do not discard that page; it is part of the package.

15. The Unit Leader signature is required on all new youth applications. Signatures required on a new leader application include the following: the adult registering, the Committee Chair, and either the Executive Officer or the Chartered Organization Representative.

16. Remember that once the unit charter is submitted electronically, you must print out a hard copy and get the appropriate signatures on the documents before submitting to your Unit Commissioner. ADDITIONALLY, the recharter package will have several other forms that are not handled on-line that will require someone to fill out the appropriate information and get the required signatures. These forms include the Unit Account Authorization, the Charter Agreement, and the survey for the United Way. These forms are to be submitted WITH the recharter rosters.

17. Signatures required on the recharter documents BEFORE they are turned in to the District include the following: Executive Officer, Unit Leader (Cubmaster, Scoutmaster, Varsity Coach, Crew Advisor), and Committee Chair.

18. Checks should be made out to the Central Florida Council, BSA for the amount due. You also have the option to pay via your unit account. Your recharter will not be processed without the proper payment.

19. If rechartering online, do not have leaders sign the manual recharter roster included with your packet. When you complete and submit your recharter online, the paperwork you print out will contain a signature sheet.

20. Packets for non-traditional units, e.g. Posts, are not done on line.

1. On the roster, school night scouts and adults will have a red "X" if already registered for 2007 and 2 red "X"s if they will get Boy's Life.

2. Check off returning Scouts with a black "X". If they will get Boy's Life, add a second black "X".

3. If the unit will be picking up the cost of Boys' Life for a member, ADD a BLACK X along side the RED X next to his name.

4. DO NOTHING on the line of any member who will NOT be rechartering with your unit.

5. Circle the names of adults who multiple. Ensure they are paying in their primary position.

6. If any information needs to be changed on an individual, be CONSISTENT in putting the NEW information EITHER above OR below the line.

7. To determine fees, take the total number of single black "X" times $10 (registration fee) plus the number of second black "X's" times $12 (Boy's Life). Number of adults times $10 (registration fee). And don't forget $20 recharter fee. Use the Amount Due Calculation Sheet (page 5 of white package)
